Meet The Team

Lori Raineri is the President of Government Financial Strategies, a registered municipal advisor. Her professional certifications include MSRB Series 50 Qualification, Certified Independent Professional Municipal Advisor and Certified Fraud Examiner.

In 2018, Lori was honored with the prestigious S. Kenneth Howard Lifetime Achievement Award by the Association for Budgeting and Financial Management, In making this award, the Association cited Lori's use of best practices as established by academic research, contributions to academic research, innovation in aiding citizen participation in government, and leadership in improving public finance.

Lori currently serves on the Board of Directors of the California League of Bond Oversight Committees and has previously served on the boards of the National Association of Municipal Advisors and the Collaborative for High Performance Schools

Lori has developed long-range capital financing plans for hundreds of public agencies and is well known for her ability in financial analysis and public speaking. Lori has been a speaker for several California statewide associations, notably the County Treasurer-Tax Collectors, the County Auditor-Controllers, County Assessors, School Business Officials, and the Cal CPA Foundation. The focus of such presentations is typically the principles of debt financing, including numerous case studies that demonstrate the value of best practices and ethics.

During her career, Lori has been personally involved in the planning and structuring of over ten billion dollars of financing. At the age of 26, Lori founded Government Financial Strategies in 1988 after having worked as an investment banker. Lori is the author of more than two dozen articles and publications. Lori received her B.A. in Philosophy from the University of California, Berkeley, and received her M.S. in Financial Analysis from the University of San Francisco. Lori demonstrated her interest in government early in life, serving as the student School Board Member for the Santa Clara Unified School District, and was thrilled to be inducted into the Santa Clara Unified School District Hall of Fame in 2011.

Prior professional experience includes the following firms: Cranston Securities, Los Angeles; Bancroft, O'Connor, Chilton and Lavell, Los Angeles; CTI, San Francisco, and Trans-World Systems, Redwood City, CA.
RICH MALONE, Chief Operating Officer

Rich Malone, a Certified Independent Professional Municipal Advisor, is responsible for the operations of Government Financial Strategies. Rich supervises all of the debt issuance and market disclosure undertaken by our clients, and has extensive experience with financial management, debt review, cash flow analysis, accounting, computer modeling, and financial research. On a national level, Rich serves the financial advisory profession through serving on the Professional Qualifications Advisory Committee of the Municipal Securities Rulemaking Board and the Standards, Ethics and Certification Committee of the National Association of Municipal Advisors. Rich is a significant contributor to our financial dissection analyses when we review the financing practices of a public agency. He has excellent diagnostic skills in identifying the reasons for costly approaches, which is very helpful in accurately diagnosing root causes (e.g. purchasing, contracting, governance, supervision, information, etc.).

Prior to joining Government Financial Strategies, Rich spent more than 10 years managing equity fundraising transactions serving as the lead financial executive of several entrepreneurial technology companies. Career highlights include taking Health Systems Design public on the NASDAQ market as its CFO and successfully leading the sale of Enuvis, Inc. to SIRF Technology as its director of finance. Rich holds an A.B. in Economics from Harvard University and an M.B.A. from the University of California, Berkeley.
JONATHAN S. EDWARDS, Client Services Director

Jonathan Edwards is a Registered Municipal Advisor and Certified Independent Professional Municipal Advisor, and has over 20 years experience as a financial advisor to California local governments. He has provided financial advisory services in connection with dozens of bond and tax measures and over 100 financings. Jonathan has particular expertise in financial planning, financial modeling, and third-party debt reviews. In addition, Jonathan is skilled at advising on unusual financial plans that require identification and consideration of a variety of issues.

Jonathan holds a B.A. in Business Economics from the University of San Diego and a J.D. (Cum Laude) from California Western School of Law. He is a member of the State Bar of California.
KEITH WEAVER, Client Services Director

Keith Weaver has the Municipal Securities Rulemaking Board's Series 50 qualification and is a Certified Independent Professional Municipal Advisor and a Certified Fraud Examiner. Keith is a leader in long-range financial planning and has completed over $2 billion of financings for dozens of school districts, county offices of education, and other local government agencies. He has a wide array of experience in the methods to fund facilities projects, including general obligation bond measures, community facilities districts, and school facilities improvement districts. Keith also has extensive expertise in areas such as energy project financings, federally subsidized financings, and redevelopment revenue-based financings. Keith has structured numerous refinancings and general fund debt obligations such as certificates of participation and lease-purchases. In addition, Keith is our go-to analyst with respect to unique and particularly complex mathematical challenges.

Keith received his B.A. in Economics (High Honors) from the University of California, Berkeley, and his M.S. in Accountancy from California State University, Sacramento. Keith demonstrated his high character when he was still in high school, when he achieved the rank of Eagle Scout.
MATTHEW KOLKER, Client Services Director

Matt has the Municipal Securities Rulemaking Board's Series 50 qualification. He has a BS in Computer Science from the University of Missouri - St. Louis. Among other experiences, Matt previously served as an Infantry non-commissioned officer in the Army.
SIRIKHWAN WEAVER, Senior Project Manager

Sirikhwan Weaver is a Certified Independent Professional Municipal Advisor. Sirikhwan provides the lead in debt issuance and disclosure to the bond market, and also provides debt analysis, cash flow analysis and bond market research. She manages communication with and coordinates the work of bond counsels, underwriters, paying agents and rating agencies on behalf of our clients. She is recognized by colleagues and clients alike for her diplomacy and attention to detail. On a national level, Sirikhwan served the financial advisory profession through her past service with National Association of Municipal Advisors' Planning Committee and Communications Committee.

Sirikhwan received her B.A. in Economics (Honors) from the University of California, Berkeley, and her M.A. in Economics from Boston University.
MICHAEL TERRY, Senior Financial Analyst

Michael provides analysis, research and technical writing. Michael is a “go-to” team member when complex analysis and new thinking is needed. Michael has extensive experience in tax base analysis and general obligation bond measure planning. Prior to joining Government Financial Strategies, he was the Property Tax Supervisor for Circle K Stores and the Fixed Asset Supervisor for ConocoPhillips. Michael holds a B.A. in Organizational Studies/Sociology from the University of California, Davis.

AMIE KAEWSRIPRACH, Financial Analyst

Amie provides financial analysis, research, and technical writing. Amie started her career as an investment banker and had experience in the banking industry for 6 years. Before joining our team, she worked as a Foreign Exchange Products Executive at Kasikorn Bank in Bangkok, Thailand. Amie received her B.A. in Economics from Thammasat University, and her M.A. in Business and Economics from Chulalongkorn University, Bangkok, Thailand. In addition, Amie received her M.S. in Financial Analysis from the University of San Francisco and was inducted into Beta Gamma Sigma, the International Honor Society.
JASON CORONA, Financial Analyst

Here at Government Financial Strategies, Jason performs financial analysis and project research. Jason has ability and experience in pure mathematical analysis and technical writing, and has an educational background in science. Before joining Government Financial Strategies, Jason worked as a technical writer for ONvocal, and as a board member for the non-profit group Imagine More as lead director in finance and fundraising. Jason holds a B.S. in Physics from California Polytechnic University, Pomona.
SARA JOHNSON, Project Specialist

Sara Johnson is a lawyer and writing specialist. Prior to working at Government Financial Strategies, she worked as a Plain Language editor making complex legal documents easy to understand. Sara has experience in other aspects of the law, including criminal appeals and in federal court. She has also worked extensively as an editor. Sara's focus at Government Financial Strategies is the preparation of Official Statements for various transactions. Sara received her B.A. (Honors) from University of California Berkeley and J.D.cum laude from Santa Clara University Law School.

As Office Manager, Mary provides administrative support in billing, human resources, and organizational procedures in helping to ensure the office runs smoothly. She also helps provide junior level IT assistance while working closely with an outsourced IT consulting firm for any of the company's needs. Before joining Government Financial Strategies, she was working in retail management for over ten years as well as doing light bookkeeping for a small heating and air company. In her spare time, Mary likes to create various craft projects and spend time with her family outdoors. She also enjoys continuing her education to help further her career and understanding to the environment she works in.
SARAH DEL PAINE, Administrative Assistant

The newest member of the team, Sarah provides billing and administrative support to the office. She received a degree in Biology from Chico State before starting her career at Government Financial Strategies. She recently moved from the bay area, where she worked as a veterinary technician and receptionist for the past 5 years. Sarah loves to do just about anything hands-on, from gardening to knitting to woodworking. She joins the GFSI team in the hopes that she may expand her own skillset and provide support that improves the lives of her coworkers and their clients.
CELESTIAL THOMAS, Administrative Assistant

Celestial serves as Administrative Assistant to Lori Raineri. Before beginning her journey with Government Financial Strategies, Celestial worked 8 years in the restaurant industry, including the last five years as a restaurant bar manager. During her off time, Celestial is engaged in the local theater circuit and has performed in numerous one-act plays, improv shows, and even open mic nights for singing. In addition, she loves to write, cook and workout. Celestial is eager to grow in her new workplace, not only to benefit her team but also to expand her knowledge and skill sets.
